Ant-Man 3 is looking to, ironically, be one of the biggest movies in Phase 4, as it is set to potentially debut one of The Avengers' greatest villains, Kang the Conqueror. On top of the movie having “massive” action scenes, it could also lead to the introduction of The Young Avengers. Many of them will also be introduced in their own shows or movies by the time Ant-Man 3 releases.
Also, it isn't like they'd appear out of nowhere or even be inappropriate to the character of Ant-Man, whose previous incarnation in the comics, Hank Pym, started a school for young upcoming heroes. Not to mention that Kang actually has deep-seated connections to the inexperienced team of heroes.
In a new interview with Michelle Pfeiffer, she seems to confirm a previously reported production start for Ant-Man 3 being June 2021.

During the podcast Ladies First with Laura Brown for InStyle magazine, Michelle Pfeiffer confirms her return as Janet van Dyne in Ant-Man 3 and that shooting will begin in “spring of 2021.”
WHAT THIS MEANS
There's no telling what sized role Michelle Pfeiffer will have in Ant-Man 3, especially considering many characters are rumored. This is not to mention the inclusion of such a huge villain like Kang, who typically takes the entire Avengers roster to take down in the comics.
It would be great to see Janet have a bit more of an expanded role and character in the threequel instead of acting as a glorified plot point, as she did in Ant-Man and the Wasp. Perhaps the odd powers that she exhibited at the end of the movie could also be further explained, but it may be put on the back burner to focus on Scott and Hope. Pfeiffer was a bit cagey about whether her character would make a return to the Quantum Realm, but it genuinely sounded like she hasn't gotten a script yet to spoil anything.
Hopefully, Pfeiffer is given more to do in the role of one of the original founding Avengers from the comics and that her time in the Quantum Realm is further elaborated on.
